Western Sydney Employment Hub
The Western Sydney Employment Hub will be located near the intersection of the M4 and M7 motorways and is expected to offer 2,450 hectares of space, creating up to 36,000 jobs in Greater Western Sydney.
The NSW Government’s Metropolitan Strategy has identified Penrith, Parramatta and Liverpool’s roles as major regional city employers. The strategy has also identified the potential for Greater Western Sydney to become a major employment hub. The Western Sydney Employment Hub covers Fairfield, Penrith, Blacktown and Holroyd with the area currently governed by four environmental planning instruments and a State Environmental Planning Policy. The NSW Government is aiming to reduce the unnecessary planning complications in the region by zoning the entire Western Sydney Employment Hub area as a significant site in the State Environmental Planning Policy.

Over the next 25 years, the Metropolitan Strategy caters for the creation of an extra 500,000 jobs, with nearly half of these in Western Sydney. Forecasts suggest up to an additional 7,500 hectares of additional employment land would be required to accommodate future demand. An additional 929 hectares of land is already planned within the Western Sydney Employment Hub. The area under investigation would include the rezoning of the following sites: - 656 hectare site south of the Sydney Water pipeline (Fairfield and Penrith LGAs);
- 190 hectare site at Ropes Creek (Blacktown LGA);
- 22 hectare site at Quarantine Station (Blacktown LGA); and
- 61 hectare site at Huntingwood West (Blacktown LGA).
